Regulations and Safety Requirements for Clinical Laboratories
Many federal, state, and local laws regulate safe practices to protect employees, the community, and the environment. In 1970, Congress enacted the Occupational Safety and Health Act (PL 91-596) and established the Occupational Safety and Health Administration (OSHA) within the Department of Labor. OSHA has the authority to establish regulations, conduct on-site inspections of workplaces to determine compliance with mandatory safety standards, and assess fines if it finds noncompliance with the regulations, OSHA has promulgated regulations that specifically affect clinical laboratories, which are discussed later in this section
The Medical Waste Tracking Act was passed into law in 1988. This regulation requires the Environmental Protection Agency (EPA) to establish a program to track medical waste from generation to disposal. The Act defines medical waste, establishes acceptable techniques for treatment and disposal, and establishes a department with jurisdiction to enforce the new laws. Several states have implemented the federal guidelines and incorporated additional requirements. The guidelines cover any healthcare-related facility, including blood banks, clinics, research laboratories, hospitals, emergency centers, clinical laboratories, and physicians’ offices
